NATO's Secretary General Anders Fogh Rasmussen said that Assad regime in Syria was approaching collapse.
"The Assad regime is approaching collapse. The regime's fall is just a matter of time now," he told reporters in a joint press appearance with Dutch Prime Minister Mark Rutte.
Rasmussen's remarks came only hours after a senior Russian diplomat said the Syrian regime was "losing control over an increasing part of the territory."
The NATO chief said NATO had detected that a number of unguided short-range missiles were fired earlier this week inside Syria, adding that the missiles hit targets inside the country.
Rasmussen said he could not confirm the type of the missiles but added that intelligence reports suggested that they were Scud missiles.
He said deployment of such weapons showed the Syrian regime's "utter disregard" for the lives of the Syrian people.
Syrian Foreign Ministry denied that the government forces had used Scud missiles.
